I just used washers. Sand it super smooth and work in the tung oil. You should still be ok. I got some cars just as fast with or without the washer.

Carolina- did you use pure tung oil like Hopes or a blend like Miniwax or Formbys? A woodworker friend also said to apply generously with 0000 steel wool and let sit for about 15 min before wiping off with selvyt cloth or some other low lint cloth, and it takes a couple weeks to cure!

My dad uses it when he restores Seth Thomas mantel clocks. He had a dark and a light tung oil. I used the light. I would put on a coat let it sit 10 to 15 min then wipe off. Did a few coats. The light looks better on cedar to me. I'm pretty sure it was pure tung oil.
